Why do San Francisco Houses have ladders going up the decks?

Just curious… I was Google street-viewing downtown San Francisco (Especially some of the older parts of the city). How come many of the houses have decks at the front of the house toward the street with ladders going up the decks?
I am assuming it may have something to do with earthquakes. Any ideas?
